Ex-CIA Officer Sentenced to 30 Years in Prison for Drugging and Sexually Assaulting Multiple Women

The former CIA officer also has to pay $260,000 in fines to his victims.

An ex-CIA officer has been sentenced to 30 years in prison for drugging, sexually abusing, and filming multiple women without their consent across multiple countries.

According to a statement from the United States Attorney’s Office, 48-year-old Brian Jeffrey Raymond photographed and filmed 28 women while they were unconscious or couldn’t give consent from 2006 to 2020. He pleaded guilty to one count each of sexual abuse, abusive sexual contact, coercion and enticement, and transportation of obscene material.

As part of a plea agreement, he pleaded guilty to drugging and sexually abusing four of those 28 women, and having sexual contact with six women without their consent. He will have to serve a lifetime of supervised release, register as a sex offender, and pay $260,000 to his victims.

"When this predator was a government employee, he lured unsuspecting women to his government-leased housing and drugged them," U.S. Attorney Matthew M. Graves said in a statement.

"After drugging these women, he stripped, sexually abused, and photographed them,” he continued. “Today’s sentence ensures that the defendant will be properly marked as a sex offender for life, and he will spend a substantial portion of the rest of his life behind bars.”

Some of the incidents occurred at government-leased housing when Raymond was stationed in Mexico City. He attempted to get rid of video evidence that showed him "touching and manipulating the victim’s bodies while they were unconscious and incapable of consent” after a criminal investigation had been opened.

Raymond met his victims on dating apps like Tinder, after which he persuaded them to come to his residence. He then would pose and document their bodies after drugging them.

Raymond read a statement in court, showing his regret for what he’d done. "It betrayed everything I stand for and I know no apology will ever be enough," he said, per NBC News. "There are no words to describe how sorry I am. That’s not who I am and yet it’s who I became."

The CIA denounced Raymond, calling his behavior “reprehensible” and “appalling."
